Among qualitative research methods, the document analysis method was used in the study. This method includes analysis of written materials that comprise information about the targeted case/cases for investigation (Yıldırım &amp; Şimşek, 2006). The “descriptive analysis” in which conceptual structure had previously been determined clearly was adopted. The “Preschool Education Program Descriptive Analysis Form” which was developed by the researcher during analysis was used. The 1953 Kindergarten Education Program was introduced based on the elements of preschool education programs (<em>child's developmental features, goal, content, educational status, assessment and family involvement</em>).  </p><p>According to the study results, the Preschool Education Program was negotiated and accepted in the 5<sup>th</sup> National Education Council of Turkey gathered in 1953 and was published for application by the Ministry of National Education. The program was supported by two guidebooks based on the needs. The study results indicated that developmental features of children and age groups are considered in the 1953 Kindergarten Education Program, targets are determined, the content and educational status are satisfied, evaluation of children, teacher and parents is ensured and family involvement is cared. Thus, the 1953 Kindergarten Education Program can also be included objectively while investigating developmental process of preschool education programs. </p> ER -
